I think this is a worthwhile topic to discuss.
It is my thinking, and perhaps my thoughts are a tad flawed, as past postings of mine should suggest, I am sure, but I believe that the answer to this question would, in fact, be no simply because, as it happens, there already is a European NASCAR, with NASCAR taking over the Racecar Series which has run in Europe for quite some time independent of the sanctions of the National Association for Stock Car Auto Racing which is one of the member bodies of the ACCUS which is the United States branch of the FIA, making it a bit interesting to have NASCAR sanction a series outside of ACCUS' jurisdiction I would think, and perhaps something that doesn't exactly sit well with many of the other member bodies that comprise the FIA, who sanction nearly all of the world's professional, competitive exhibitions of motor vehicles, including the Racecar Series, NASCAR's European tour, which does not, as the thread wondered, feature any Volvo entries at this time, so I would find it most appropriate to say that, no, Volvo would not participate in a European NASCAR division because it does not currently campaign any contestants in the current European series that NASCAR officially coordinates at this time.
